Only some pages are wrong

Mirror flips
A true mirror image — reversing the page left-to-right so text reads backwards — is a different operation from rotation, and Rotate PDF does not do it. It is rarely what anyone wants for a document; if you genuinely need a mirrored page for a transfer or print job, do it in an image editor after converting the page with PDF to JPG.
